My roboform data is on drive H, which is a partition on the same hard drive as my operating system...I have a rather weird setup with 3 hard drives and 12 partitions.

As to whether or not this is causing the problem, I don't know. Have to wait for tzuk to respond.

Except for Sandboxie, I am not using even one of the other programs. So this seems to being us back to something in IE7.

What I found a bit strange after reading the above comments was that CNN.com loaded about twice as fast in IE7 (full) compared to loading the page in IE7 with no add-ons.
