Not ideal but you can still right click/run sandboxed and choose the correct sandbox for the file, this should override the force folder setting.

You could try adding the cookie folder to write-only access:
Resource Access > File Access > Write-Only Access

Hi Ransom, I agree this would be a nice feature. Disabling all sandboxes often feels like overkill when you only need to disable one.
