If you're only using a web browser in the sandbox, you only need to allow port 80 and 443, both TCP.

No, you don't NEED it enabled. It helps prevent things from getting the chance to leave the sandbox. So while things technically shouldn't be able to leave the sandbox, nothing is 100% and so this helps.

Ok, so I messed around with it a bit and I think I may have figured out what the problem is. I have a program that was downloaded from the internet that is on my desktop. When I try to scan it, I get the message saying "The publisher could not be verified. Are you sure you want to run this program?"...

It does not work with it both selected and un selected. The cmd windows appears for a split second and then disappears so I know it doesn't have to do with the vbs files because Emsisoft doesn't even run. I get the 1308 message saying cmd.exe was blocked from running.

It may say "experimental" but it is pretty darn stable. Not any slower, not any less stable, more protection. I see no reason not to enable it.
