Open Sandboxie Control's window
Click on menu items: Configure > Windows Shell Integration
Uncheck the bottom item, under "Run Sandboxed Actions".

I have the same versions of Sandboxie and Thunderbird, on Windows 10, but I cannot duplicate your problem. Attachments to Thunderbird works fine when sandboxed, for me.

When installing Firefox in a sandbox you can hide the current Firefox files that are outside of the sandbox. That way nothing from that install will be included in the sandboxed install. The built-in template gives waterfox.exe Direct Access to the folders and files at: %AppData%\Mozilla\Firefox\Profiles\ If your profile isn't located underneath that path, and while you still have "Allow Direct Access to entire Waterfox profile folder" selected, go to Sandbox Settings > Applications...
