Fixed!
All of a sudden, it started to work. i.e. Direct Access is working. I still don't know why it wouldn't work just by adding the folder to Quick Recovery, so if you figure that out, please let me know. In the meantime, it seems to be fixed.

You can also go to Sandbox Settings > Resource Access > File Access > Direct Access and add %Local Settings%\Application Data\Roboform\ Rather than editing the INI file directly. I think we have a misunderstanding. I thought you're asking how to make "Run Email Reader" run Netscape. If that is the case then you need to go into Netscape (running not sandboxed) and tell it to set itself as the default mail program. You don't configure this in Sandboxie, you do it in Netscape....
