I tried chrome in a different sandbox, same behavior
I tried forcing MS Word, it started out of sandbox

I set chrome to run forced, see screenshot.
But it opens out of sandbox, unless I use the special SBIE shortcut.
Windows 10 pro x64 stable version

okay, I tried again, starting up chrome from scratch, without internet connection. google docs offline worked beautifully.
It looks like I don't have the issue anymore.

Okay, I got it figured out.
If I open "explore contents", it used the regular Windows file explorer, and from there I can make a standard shortcut to the default download SBIE folder

can I make a desktop shortcut to one of these folders, for instance, downloads?
or is there some other quick way to access my downloaded files?
Let's say I downloaded a PDF file and I don't want to restore it yet, first I want to open it in sandbox. What's the quickest and easiest way to do this?

does google docs offline work with SBIE?
I couldn't get it to start up in an offline state, but maybe it was due to conflict with other security software
however, I was successful with gmail offline.

after I upgraded to paid version, that actually worked.
is it a limitation on the free version, or did I just do something wrong first time?

It makes the icon text pretty long, and if I have a lot of programs open, it can cause the unread count of gmail to be hidden

yes, I have drop rights ticked.
and chrome works fine.
but if only chrome can run anyway, maybe it's not so terrible if I untick drop rights?
