This is fixed in 5.17.6.

Sandboxed apps run at untrusted integrity. That is the lowest integrity level. If an app tries to bypass Sandboxie, it can't do much.

Sandboxie does not sandbox USB or serial devices.

It is probably described somewhere. I just observed it from using ProcMon.

The problem is that you are starting IE-32. The first thing that does is start IE-64, then exits. IE-64 will start a new child IE-32.
