Oh, and also had to uncheck the "drop rights" box to allow it the admin privileges to run the installer. After that drop rights can be resumed.

Got it - it works.

The only settings I had to adjust was under Settings > Resource Access > File Access > Full Access > Add. Then just select the source folder (D:\steamapps for me).

Well the standard procedure for moving a Steam installation is to delete everything in the Steam folder except application data and Steam.exe, then move the folder to its new location and open Steam.exe. I see, so you're saying it virtualizes in [C:], but is actually taking place in [D:]?

In light of already having a 13GB Steam folder with all of my application data, shouldn't I start by migrating that data to the actual [D:], then running Steam sandboxed w/ set container folder > [D:]?
