I am a Webroot Beta Tester, I will report this issue in webroot's beta group.

FWIW ~ WebrootSA Beta and non-Beta are same version....at this time. 9.0.18.38.
WebrootSA offers three flavors. Antivirus, Plus, Complete.
Beta testers run Complete.

Since you the know the problem goes away if you shut down Webroot, perhaps for now you can workaround the issue by excluding the Sandbox folder in C in Webroot Exclusions. You can also try adding to exclusions all of Sandboxies process that you find in the Sandboxie folder in Program files. Bo FWIW...

Try launching Firefox with Run as administrator.

"coNatHst.exe" is a Norton process.
try disable Norton toolbar / Norton browser extensions.

ZoneAlarm Free Antivirus + Firewall version: 15.1.504.17269 feels okay.
Sandboxie processes may be set to any Trust Level. YMMV
