I just want to report, in my personal case, after upgrading to W10 1803 17134.1 (last night), I am not getting any Sandboxie error or message. All I do sandboxed is working well. as far as I can tell, Sandboxie 5.25.2 is compatible with the early version of 1803 (W10 64bits).

Hi jp, no, you should not run CCleaner sandboxed. Thats not the type of program you want to run sandboxed. The purpose for using CCleaner is to delete files in the real system, for that you need to run it out of the sandbox. There is no reason to run it sandboxed.

Windycty, perhaps you should uninstall Sandboxie and reinstall. Dont save settings, you want to get rid of old settings. Run the installer and select Uninstall, and reinstall afterward.
