Internet Resictions not working - FF is let through

Under Sandbox Settings >> Restrictions >> Internet Access, I have one program listed. That program can access the internet, and ping.exe can't, so it appears to be working.

Except, if I launch FF in the sandbox, it's given internet access, even though it's not on the list!

I look at sandboxie as security software, it helps keep my system safe/clean. I fail to see how a function such as this would aid in that. In fact, I can't think of a single instance where I would want to change the date for sandboxed programs, I vote no... Feel free to correct me with an example o...

Sandboxie is great for being lighter weight than Virtualbox and VMWare, and those simply won't work when DX10 or DX11 are required. What component of Sandboxie handles/blocks/redirects Windows kernel calls made by apps run inside the sandbox? Is that SbieSvc.exe?
