I found another protection program that came with this computer and disabled it. That solved the problem - Thanks for your help!

SB does not work with Windows 10 pro [SOLVED]
When I run SB Web Browser or Run Any Program on IE or Chrome, I get a brief circle then nothing.

Note - on my Windows 7 Lenovo (same software) it works fine.
