It will take time to go through these logs. In the meantime, can you disable Windows8FirewallService.exe and see if that might be causing the problem? I will try to get to that this afternoon/evening. The problem is that I might have to uninstall Windows7FirewallControl entirely to keep its service...

If you can recreate this problem by starting SbieSvc and SbieCtrl manually (I think this is the case from your previous posts), then don't worry about Procmon boot logging...
