Strange..downloaded 5.11.1, was able to reach page with IE11.. Then installed 5.10 over top of the beta, and can now get to that page with no problem.
Quite possible the site may have had some glitches for a bit..Who knows?.. at least it appears to be back to normal..Thanks again

@ bo.elam .. thank you for your research..apples and oranges..will try the beta, and or try a clean Firefox (usually have a profile for browsing set up with noscript) have not yet tried using ff.. After I updated to SBIE 5.10 x64 from 5.08x64 on windows 8.1 x64, I can no longer access the sign in page for Outlook mail using IE 11--after revert to SBIE 5.08, site again loads. Turns out that Sandboxie 3.76 and Kaspersky 2016 work fine - go figure... I've reverted back and other Windows 7 SP1 x64 users who are stuck might wish to do so also. There is a huge difference from v3 of SBIE going up to v4 of SBIE and how it works with Win7 and Win 8/8.1... It's night and day upd...
