Did you try following method?
- Settings > System > Default apps > Set defaults by app
- Select the program (for example "VLC media player") and then click on "Set this program as default".

The correct hashes (and also the download link for combined 5.16) are in the row of version 5.14.

Did you reboot Windows and clean the Sandbox manually ("Delete Contents") already? This helps very often.

It should work if you add a new sandbox ("Create New Sandbox") with the name "DefaultBox".

ClosedFilePath=\Device\Mup\ blocks the network with no exceptions allowed. BlockNetworkFiles blocks all network files except those you specifically open (for reading or writing).
