You can right-click on your Sandbox --> Run Sandboxed --> Run Any Program
Type "cmd" to access the command prompt (Check -->" Run As UAC Administrator" to run it as admin).

Just to verify, if you right click on the menu bar and uncheck/check the menu bar option, does it make any difference?

Are you receiving a specific error message? You can use the Resource Monitor to see what might be blocked:
In Sandboxie go to: File --> Resource Access Monitor.
Does the program install outside SBIE? (I am not familiar with it).
