Java installer, e.g. the latest jre-8u91-windows-x64.exe, fails to install on Win10 x64 due to error code 1603. Can't see anything obvious in resource monitor. Version 5.12 works fine.

Updates such as this should not be installed within a SB. Especially if it needs to write to the "windows" registry. As that cannot happen. It's best to install programs like that on your host, then run them "as sandboxed." I have seen the same error when installing vcredist-2008 (http://www.microsoft.com/en-us/download/details.aspx?id=26368) inside a sandbox on Win10-x64/SBIE-5.04 without AV.
