When I went to check what you suggested, I figured to double-check the previous settings first and found everything working. I guess Sandboxie needed to be restarted for the changes to take effect because that's the only thing I did was start it. Now everything is working as expected. Nice setup Mo...

Hmmm, okay. Let's try checking your Sandbox settings, under Restrictions > Internet Access.

Are all programs blocked? If so, you'll need to edit that setting to allow Proxomitron.
