Using sbie 4.05.01 on XP sp3 32bit and Opera 12.16 I have no problem opening those dropdown menus in the weather page you linked to.

It is standard c\users\me\downloads. As far as I am aware it has always opened for me like this in notepad. In .txt file properties it is set to open with notepad. You are allowed to use it on all computers you own at your home.

I think I fixed the IE issue (fix will be available in next beta version). However I'm unable to reproduce the delays with Opera. Maybe due to some conflict with other software?
