Version 4.05.03 has fixed the rich text notification issue.
I also no longer seem to be experiencing slowdown in performance. Chrome open new tabs seem to load normally and responsively.

Had the same issue. I corrected it with a workaround until tzuk releases a fix or beta, by doing the following: Add;
chrome_launcher to Forced Programs for said sandbox from the previous version of chrome profile C:....\Google\Chrome\Application\19.0.1084.56\chrome_launcher

hi tzuk. I too have the same problem with Connectport 19/c0000022 running chrome 18 and sandboxie 3.64.
