OK, LOL, I fixed the problem a minute after I wrote this post. I uninstalled Norton antivirus and now it works.

I had to remove/uninstall norton antivirus completely just not deactivate it.

IS there anyway that I can keep Norton antivirus and still run sandboxie?

I'm assuming you mean in SBIE? SBIE "sees" the drivers that are installed on your host machine. I does not do anything else. I would make sure you update those drivers and confirm everything works.
