Same thing, created new sandbox with default settings. Opens the first page, but wont open a new tab (to another link).
Uninstalled SBIE (deleted settings file also) reinstalled, same problem.

5.22 fine but not compatible with Windows updates.

Re-tested using Win 7 x64 + Pale Moon (no addons) + Sbie 5.23.4 + Bookmark Buddy 3.9.3
If you are using anything else, including security software, you need to let me know.

These are my repro steps (you still haven't provided yours):

Palemoon is set as default browser and is also my default browser for Bookmark Buddy.
Ensure BookMark buddy template is added to the Sandbox (right-click on your Sandbox --> Sandbox settings --> Applications---> Desktop Utilities--- Bookmark Buddy) .
Open Bookmark buddy inside Sandboxie .
Select a bookmark from the list (Example: Encyclopedia.com) .
Double click on it ---> Palemoon is opened in the Sandbox.
Open another bookmark, receive the DDE error .
Click "Hide" .
Click "Yes" .
Click "Close".
Choose a different bookmark .
Double click... nothing happens.
Double click again...nothing happens.
Once more ---> it opens.
After that, bookmarks open normally when invoked via sandboxed Bookmark Buddy.

Suggestions: Test the above listed steps inside a new Sandbox with default settings, plus the template.
If the issue persists, try setting up Chrome or Firefox as your default browser for testing purposes, and see if the issue goes away that way.

Uninstalled SBIE deleted INI file, installed Firefox, that was worse.
No message. Opened the first page, no other pages opened after that.

Did this:
Firefox is set as default browser and is also my default browser for Bookmark Buddy.
Ensure BookMark buddy template is added to the Sandbox (right-click on your Sandbox --> Sandbox settings --> Applications---> Desktop Utilities--- Bookmark Buddy) .
Open Bookmark buddy inside Sandboxie .
Select a bookmark from the list (Example: Encyclopedia.com) .
Double click on it ---> Firefox is opened in the Sandbox.
Open another bookmark, receive the DDE error . DID NOT RECIVE ERROR
Click "Hide" .
Click "Yes" .
Click "Close".
Choose a different bookmark .

Once more ---> DID NOT OPEN..
After that, bookmarks did NOT open normally when invoked via sandboxed Bookmark Buddy.

Appguard was Off, OSArmor was disabled during uninstall and reinstall and testing of SBIE .

You may want to test removing your security apps just to see if that makes a difference (this is if all fails, otherwise, no need to do that yet).

The second suggestion was to try a different browser, such as Chrome or Firefox to see if the problem persisted. I guess you followed some additional steps and still no luck.

Let's have a look at your Sandboxie.ini file :
Configure --> Edit Configuration
Copy/paste the contents
Highlight the contents and click on the "</>" button to format it in the forums.

In BookmarkBuddy program when opened you have three windows (Categories, Subcategories, and Bookmarks)
In this try of version 5.24 this point does not seem to matter. Now BB will open any links after about five or six tries.

I created a new sandbox this time and last time, just was testing to see if a new install did anything different. Did not.

Tried with Firefox 49 no different than Palemoon.

In BookmarkBuddy program when opened you have three windows (Categories, Subcategories, and Bookmarks)

I have been opening bookmarks from the bookmark section by double clicking (several times) or right-clicking and selecting open in new tab, or front-most tab. Are you using the button at the bottom instead of double clicking on the bookmark?

You are not seeing the DDE error because you hid it (which is ok, it is what we wanted. But at least now we know why):

Here you have some posts that cover examples of DDE issues that affect Sandboxie and web browsers. They have been going on for a while and it is not something that can be really addressed (or at least not yet):

Here is what happens with 5.24

Opens first link fine, after six clicks of another bookmark works as should every link opens as should. When browser is closed it repeats the problem again. This is when BB is sandboxed.

I never had to run BookmarkBuddy in the sandbox before.
