I've run across a case where Sandboxie's (V 3.01) "Recover Files" is acting un-expectedly, and fails to find all of the files that should be recovered from my Recover Folder. It appears to me that a large number of (0 byte) "Unfinished Download Files", left behind by the download manager, is interefering with SB's Recover Files operation.
History:
I used Firefox, Firefox add-on FlashGot, and download manager Leechget to download two web pages of (*.gif) emoticons.
I would-up with 448 objects in my sandboxed folder: 224 (*.gif) files, and 224 (0 byte) ".Leechget Unfinished Download" files that were left behind by the download manager. So far: normal.
Sandboxie's Recover Files (properly) does not show the 224 (0 byte) files as available for recovery.
It took 7 Recover Files attempts to get 96 of the 224 .gif files Recovered, as follows:
#1: 53 files Recovered. Sandboxie says no more files to Recover.
#2: 23 files Recovered. Sandboxie says no more files to Recover.
#3: 11 files Recovered. Sandboxie says no more files to Recover.
#4: 5 files Recovered. Sandboxie says no more files to Recover.
#5: 2 files Recovered. Sandboxie says no more files to Recover.
#6: 1 file Recovered. Sandboxie says no more files to Recover.
#7: 1 file Recovered. Sandboxie says no more files to Recover.
On attempt #8: SB says 0 files can be Recovered.
Using "Explore Contents", 128 (*.gif) files remain in the sandbox, along with the 224 (0 byte) ".Leechget Unfinished Download" files.
While Exploring the sandbox contents, I deleted all of the (0 byte) files.
On the next Recover operation, 118 files were Recovered, still leaving 10 unrecovered.
One last Recover Files recovered the remaining 10 files.

Experimentation with copying files into the sandboxed Recover Folder, and then Recovering them, has resulted in a variable number of files recovered. One time 93 were recovered on the first attempt; other times 114 or 115 files were recovered on the first attempt. When the number of files in the Recover Folder exceeds 115, multiple Recover operations were needed in my experience. What makes it bad is that Sandboxie says there are no files that can be Recovered after the first operation. Another Recover operation will Recover additional files, though.
