Have you tried creating a new shortcut?

Also, can you please post your Sandboxie configuration file?
Sbie Control --> Configure---> Edit Configuration
Copy/paste the output
Highlight the output in the forums and click on the "</>" button to format it.

I've tried to launch it from a different shortcut but the same thing happens.

Windows Version: Windows 10 x64 Pro N 1709 16299.248
Sandboxie Version: 5.23.6 x64
Chrome Version: 64.0.3282.186 (Official Build) (64-bit)
Antivirus: Kaspersky Free 18.0.0.405
Reproduce: Toggling the ( Applications -> Web Browser -> Google Chrome -> Force Google Chrome to run under this sandbox ) option on makes Chrome running under the sandbox unable to connect to the internet. Turning the option off and manually opening Chrome in the sandbox will allow me to connect to webpages again.

This seems AV related:
search.php?keywords=kaspersky&t=21539&sf=msgonly

I cannot reproduce it without the AV. If you can repro without Kaspersky (fully removed from your PC), please reply back here.
