Sandboxie Service starts & shuts down

Windows 7 SP1 64-bit
Sandboxie 4.18
Windows Security Essentials / Windows Defender
Sandboxie was working fine, now I can't get Sandboxie Control to launch. I keep getting these messages:
Unknown user, configuration settings will not be saved.
Failed to record configuration setting SbieCtrl_UserName in section Unknown: C0000080
SBIE2331 Service start failed: [22 / 5] Access is denied.
I downloaded 4.20, told it to wipe out my old configuration..... and re-installed. Same errors.
I tried installing in a new folder. I looked up the "[22 / 5] Access is denied" error....it makes no sense, I'm in the Administrator's group on the workstation.
Please advise
