I looked at a couple of the posts where the BBCode and smilies were not enabled. It looks like in some cases, the 2 "disable" checkbox options in lower left are selected as the default. But, I don't know why this happens. If you uncheck them, they should be reenabled.

Uwe, it looks like you are using the subsilver2 board style. I set mine to that style, in user ctrl-panel, disabled smilies and BBCode by default, and disabled displaying these by default as well. I have attached a screen shot of what you should be seeing. Have you tried switching to another board style?
