uTorrent fails to enumerate files and folders within sandbox

I allowed Direct Access and Full Access to the Download folder for all sandboxed program. However, the file/folder picker explorer window fails to display folders and files in it. It is possible to create folder within the folder/file picker, the folder is written directly to Downloads, but on refresh the Downloads folder becomes empty within the sandbox. Other restricted sandboxed folders seems to display fine. I also have disabled quick recovery for the Downloads folder to prevent written files from being withheld.

What may have gone wrong?
