When I run SB Web Browser or Run Any Program on IE or Chrome, I get a brief circle then nothing.

Note - on my Windows 7 Lenovo (same software) it works fine.

I tested your scenario using Win 10 x64+ sbie 5.23.3+ Advanced SystemCare 11 trial version, but I was not able to reproduce the problem with Firefox, Chrome or IE.
Are you able to run any other applications Sandboxed? (Notepad, cmd, anything other than a web browser).
Does the issue happen in a new Sandbox with default settings?
Do your browsers work fine outside Sandboxie?
Are you using any specific browser extensions?
Did you receive any error messages?
Try disabling your security software for testing purposes and re-test launching a browser Sandboxed.
Also, check the AV settings to see if there are any anti-exploit or browser specific settings that may be conflicting with Sandboxie. I did not have any issues using the out-of-the-box settings for Advanced SystemCare Ultimate 11, but maybe you are using non-default ones? I noticed there is a whitelist section, try adding the Sandboxie executables there and re-test.
If the problem persists, please provide the results or running Res. Acc. Monitor inside a new Sandbox with default settings, while trying to launch a browser (let us know which browser) :
