To use C:\WINDOWS for the ini file and C: for data file is Windoiws 3.x style.
Since 1995 (with Windows NT 4.0 and 95) the location for data and config files is the "Documents and Settings" folder.
Why has Sandboxie opted for the "ancient" file locations?
Is there a chance of change?

The settings are specific to any one user account,
and I didn't think the Documents and Settings folder was appropriate.
There is a possible alternate location, move Sandboxie.ini to the Sandboxie installation folder, and immediately go to Sandboxie Control, Configure menu, and reload configuration.

At one time, Sandboxie created the Sandbox folder under the user's "Documents and Settings\(user)\" folder on XP.
Unfortunately, when some sandboxed programs saved their files inside of the sandbox folder, some very long paths\filenames were created by those programs, and Windows was having a problem with that.
So the default location for the Sandbox folder was moved to C:\Sandbox, to alleviate that problem.
Of course, the Sandbox folder can be moved with:
Sandbox > Set Container Folder

Out of curiousity, do writes to sandboxie.ini ever get redirected by UAC virtualization to %LocalAppData%\VirtualStore? For example, what happens for users who don't have write permissions for the Windows or Program Files directories?
