Ok, Here's the scenario…I created a new sandbox, installed a program within that sandbox. This program (tag&rename) is a program that edits mp3 tags and renames the file. After using the newly sandboxed installed program to edit my files and go to the “Recover filesâ€

The problem your seeing is from the lack of RecoverFolder's, the way the recovery dialog works is by showing you files or folders that it has found in one (or more) recoverfolders you have specified, here i'll give you an example, lets say you have no recover folders specified, now lets say you want Sandboxie to recover files that are saved to your desktop during your "sandboxed session" well then, you'd go and set your desktop as a recoverfolder, that way if you have your browser sandboxed, and you save a file to your desktop, then (since you added your desktop as a recover folder) when you go to delete the contents of the sandbox, it'll show you all the folders and/or files on your desktop, and let you select which to recover.

Btw, Tag&Rename owns babies souls! No other tagging program can beat it.

As SndPhoenix stated, you need to configure at least 1 RecoverFolder. You could do that by manually editing the sandboxie.ini file, or you can enter the folder names using the gui. Each sandbox can have it's own list of Recover Folders.
With no programs running sandboxed:
Dbl-click the Sandboxie tray icon, then if you have multiple sandboxes (registered version of SB), use the View > Switch to Sandbox menu and choose the sandbox to configure.
Then click Configuration > Sandbox Settings > Set Automatic Clean-up Options...

You can click the Well-Known Folders on the right side, or enter your own folder by typing the folder's name and path in the box, such as
C:\Downloads

No quotes are used, around the path/folder name
Click OK, close the window, and you're good to go.
