What do these settings mean? and why do they have full access?

The presence of those settings means that Key Scrambler has been detected on your computer, and Sandboxie's Software Compatibility routine has applied the template settings (in templates.ini) for Key Scrambler to all of your sandboxes.

They are listed under Full Access because testing showed that they need an OpenPipePath (Full Access) setting in order to allow the sandboxed programs to use the unsandboxed Key Scrambler.

Otherwise, KS would not recognize that you are in a "protected application" when a sandboxed program was being used.
