Can't open downloaded Word doc

I have a sandbox in which MS Word is a forced app
I can open Word docs already on my system without a problem
But if I go and download a Word doc, Word fails to open it, no matter where it is: in real user space or in sandbox.
If I disable forced apps, and open the doc, and save it -- so now Word will not try to open it in protected mode -- then I can open it.
But as long as Word sees it as a downloaded doc, and wants to open it in protected mode, I cannot open it in Sandboxie at all.
