"Low-Level Access" and "Hardware Access" opetion is missing in Sandboxie version 4.04 , is it my problem?

You are not seeing those settings because they are not available in Sandboxie version 4.

So how sandboxie4 deal with lowlevel access problem?

Coldwinds, I remember recently reading a post about those settings by Tzuk in which he stated that they never worked very well, perhaps that's why they are gone. I think, you ought to post in Problem reports the specific situation in which you need to use the missing setting. That's what I would do if I was you.
