Could not invoke the program

Win 8.1
I have a shortcut for running a specific page on Sandboxie. When I haven't used it for a day or so, I get this message, after which I have to re-click to access the page without a problem and without the message re-occurring.
Could not invoke program:
"C:\Users\Arturo\Desktop\ExtraTorrents.url"
System Error Code:
A serial I/O operation completed because the timeout period expired.
(The IOCTL SERIAL XOFF COUNTER did not reach zero.)
