win8.1 problems

windows version 8.1 64-bit
sandboxie version 4.07.04
1.if there is a html file in sandbox folder right click and choose open with IE, it will opened by IE outside the sandbox
2.most hot keys are not working e.g. screenshot capture software


and one more feature i would like to suggest for a long time , maybe it is already there but i dont know how to set it up...
is that possible to force an application run outside the sandbox? sometimes i browser the website boxed but i would like to keep my down software run out side the box
