Google search shows this same exact problem with other browsers, but not recently. So it does not need to be Fx, and there is no freeze unsandboxed. Sbie 4.20 remains all good.
I'd suggest you try and provide us more info by running a ProcMon and sending us the resulting PML file:

Steps:
Close any programs that are not needed:
Run Procom (not sandboxed) and then try and fire up Firefox (or whatever browser is having the issue) and attempt to download a program (sandboxed of course). Let the error/freeze happen,
stop capturing events in Procmon (under file) and then Save the results (under file, make sure "save all events it ticked") and save in PML format. These files can be large, so post somewhere with a link in the forum so we can download and look OR email them(Please zip them!) to Support@sandboxie.com
