I only use Chrome and never use IE (and IE has been turned off for the longest time in Control Panel Windows Features), but whenever I run Chrome sandboxed and after I delete the sandbox's contents, CCleaner always show that the following file has been created in that process (I have tested many times and it is created with as little as only opening the Chrome home page in the sandbox and immediately closing it again) and NOT deleted by Sandboxie when deleting the sandbox's contents:

What is this file and why is it being created in this particular situation? (I know about lingering IE rendering engine components but surely that can't be what's going on here, right?) And why isn't Sandboxie deleting it in any case?

The location you have indicated below is not inside Sandboxie, thus the program will not delete it.
Are you able to delete the cache outside Sandboxie?
Please have a look at this website out and scroll down until you find the "Managing the Internet Cache" section

Do you have any settings allowing Chrome to write to your host (bookmarks, history, etc...)?
