msiexec.exe is using up cpu and I can not close it

typically I run a game from steam it will run it install direct-x, and other prerequisites. etc into sandbox. but sometimes misexec will leave sandboxie control panel and along with its child process and both will use 25% of cpu on quad core and I can only restart my PC to stop it.

It's not listed in the Sandboxie control panel but that's where it's started from, it's runder ANONYMOUS LOGIN just like other sandboxed apps, I can not close it under normal circumstances,
I have Win 7 x64 and Sandboxie 4.16

I set them to low priory and 108,768,723,324,423 cpu cycles since yesterday.
