Does Sandboxie sandbox DLLs?

I have a game, Cities: Skylines, which you can download mods to through Steam Workshop (a place for downloading user created content for Steam games). But as I understood it, Cities: Skylines mods are not sandboxed, which I think is a safety issue. The mods are dll files.

I was wondering if Sandboxie could sandbox those dlls. If you force Sandboxie to sandbox the folder with the mods and the game folder, will the mods run sandboxed as they are not exe's? Or can you run the game unsandboxed, but the mods sandboxed?

If steam itself or the game [that loads the dlls] is sandboxed then yes the DLLs will also be contained in the same box.
