Windows 10 ver1703 (b15063.540)
Haven't been using Sandboxie for a while, so I'm not sure which update(s) breaks it.
Tried Sandboxie 5.20 and 5.21beta, same problem!

Does the issue occur in a new sandbox with default settings?
How are you reproducing the problem?
Does every app return the same message when trying to launch them Sandboxed?
Is there any antivirus software involved?

Hi Barb,

All apps that I've tried return the same issue, all using Default Sandbox. They can be reproduced by using context menu "Run Sandboxed" on an exe in Explorer. I only have Windows Defender, and I don't think it's interfering with Sandboxie.

Hello totalz,

Please create a new Sandbox with default settings to see if the issue follows you there.

Something else you can try to uninstall /reinstall the latest version of Sandboxie:
viewtopic.php?f=62&t=24741

If you think this was caused by a patch, try removing the last one installed and see if that allows you to run applications.

Do you have any other security settings/ programs on your system ? Any policies in place?
