SB 4.04 + IE9 + Banking

Hello
Just a curious situation accessing my online banking site.
Sandbox'd IE9 -- I can get passed the initial login creds (user ID and password) but, I have to use secondary login creds (call me) to access my online bank site.
Sandbox'd IE9 -- I cannot access my online banking Bill Pay service
Not Sandbox'd IE9 -- I can get passed primary and secondary login creds and also access Bill Pay service w no problems.
I have SB ~ Allow direct access to IE cookies +
IE9 not Sandbox'd... behaves like I have the required cookie(s) but, IE9 Sandbox'd behaves like it does not allow the required cookie?
FWIW ~ I had the same issue with SB 4.02
