Allow direct access to everything (*) except for specified

It would be useful to be able to allow a configured application to have direct access to all files except for a certain list of files/folders. This feature would all users to redirect their settings to a portable flash drive so they can move to another machine maintaining their settings.

The following example would all applications defined in the StartRunAccess_NotepadBox group direct access to all files except items in %AppData%\Roaming\Notepad++.
