I cannot seem to run Explorer sandboxed on Windows 7 64 bit Ultimate even with no antivirus installed. Running the latest beta of Sandboxie, I did the following:
Ran cmd.exe sandboxed
Typed explorer c:\
Nothing happens
If I run it non-sandboxed, an explorer window opens
Windows 10 doesn't seem to have a problem. This used to work on Windows 7 but not sure when it became broken.
Sandboxed Explorer won't run on Windows 7

Re: Sandboxed Explorer won't run on Windows 7
Make sure the path is correct. Win10 and Win7 are completely different OS's.
C:\windows\explorer.exe
Also try right clicking on the SBIE Tray icon > The Run Windows Explorer command starts a sandboxed instance of the Windows Explorer.
Also in SBIE Control> Sandbox Menu -> (sandbox) -> Run Sandboxed -> Windows Explorer

Windows Explorer runs fine on Win 7 X64 here. Just have to be sure there are no restrictions blocking it
