proxy configuration localhost 8123

since a couple of weeks i do have a problem.
Starting a sandboxed webbrowser is not possible.
I do get a massage: the proxyserver does not work.
When i look in the extra webbrowser options i do see that there is a
a localhost lan-connection wiht a localhost port 8132.
I do never use a proxy-server.
So it s easy to change the configuration. I thought.
When doing this and again staring a sandboxed webbrowser, all is the same.
Again the same configuration.

So what to do ??
