Sandboxie Support

i started a sandboxIE, then 'surf' to my own HD & deleted some files

and the files were actually gone! was that supposed to happen?

Of course this is not supposed to happen. Perhaps you got some of your windows mixed up and deleted files from a regular explorer window. Always be mindful of the Sandboxie [#] sign.
