is this applacation compatble with vista

yes, it has been supported since the 2.7x beta stage, im not running vista but i did install it awhile ago to test a few things out, one of them was sandboxie, and yes it worked.

I downloaded Sandboxie to a computer running Windows Vista Home Premium. As far as I can tell, it downloaded and installed properly, and it starts at startup. But, when I try to run Explorer (or another program) in a sandbox, the icon in the system tray gets red dots. After a few seconds, the red dots disappear and nothing else happens. Ideas?

I have the same problem. However, when I run sandboxie as Administrator, IE runs, but with all the favorites of the administrator and not mine. Should sandboxie be run as Administrator? Should it work without running as Administrator?

It should work either way. At least it does for me. I know there are some other people successfully using Sandboxie with Windows Vista, but I don't know if they use UAC.
