I think the new folder creation should flush context of the new folder.
Something like [delete all files and folders inside of the new folder]

Creating new folders
It is not really a bug - but when a folder containing some files is deleted with Sandboxed program and than a new empty folder is created than the new folder contain all the original files.
I think the new folder creation should flush context of the new folder.
Something like [delete all files and folders inside of the new folder]
