For some reason, Recover files never seems to work for me. If I add a new bookmark in Sandbox or add a file it never shows up when I click on "recover file". I always have to use cut and paste to move the new item to my non-sandbox disk.
Any idea of why this should be?

So to answer your first question, recovery works. But you do have to configure the folders on which it will work. The My Document is there by default. Bring up the Sandboxie Control window, then use the Configuration menu, Sandboxi Settings, Set Automatic Clean Up Options, and add folders. You can add the Favorites folder there. Try that, see if it works well.
Another option is the Set File Copy Options in the same Sandbox Settings menu. In the bottom part of the display you can set the checkbox to allow Internet Explorer full access to favorites. That's the second checkbox in the lower part.

Using the first method you describe I added Firefox profile and was able to move the bookmarks.html file to the hard disk. Two messages came up (at different times). First was:
SBOX1406 Missing or invalid environment variable downloads: [C0000034 ? 01]
I continued and then downloaded the bookmarks.html file
Later a message came up:
Cannot mover cert8: It is being used by another person or program. Close any programs that might be
using the file and try again.
Having no idea what cert8 is, I just ended the process.
Does any of this make any sense to you?

You must have typed %downloads% into the configuration windows, and while there are some words you can type between percent marks, and they go special treatment, %downloads% is not one of these words.
If you want to specify a downloads directory, type it plainly, for example: c:\downloads
As for cert8, it may be one of the many files used by Firefox. I don't think you should recover that one, so it's probably a good thing that it didn't work. Instead of recovering bookmarks.html, you can go back that configuration window with the many checkboxes, and check the last box, it's the one that says:
Allow Mozilla Firefox full access to the bookmarks file.
Then you will not have to recover any bookmarks manually.
