how do i know if it is safe or not? where do i look in settings or control or whatever to see if i can install this program safely outside sandboxie?

Sandboxie's purpose is to isolate and contain programs, not to tell you if they are malware-free. Your resident anti-virus program is a tool that will help. Likewise, you can also upload the .exe (while it is still sandboxed) to Virustotal to get a robust analysis.
