Forced Folder Issue 4.15.5

I'm having a problem with applications outside of a forced folder being ran inside of a sandbox I've created.

I've created this sandbox:

The issue I'm having is that with these settings, if I go to extract a zip file or open control panel and other random things will all be started inside of this sandbox. Mainly just extracting files from my Downloads folder is all being ran inside of this sandbox, and I'm not sure why.
